Major Project Experience

  • Part of a company-wide team to manage the divestiture of thousands of properties across the country for a global energy company. Assisted with the planning and implementation of Phase I and Phase II Environmental Site Assessments according to rigid schedules, budgets and safety requirements. Some of the specific tasks accomplished include:
    • Tracking project milestones using a QMG-created database
    • Reviewing reports
    • Interfacing with technical consultants and regulators in each area
    • Managing work changes necessitated by field conditions
    • Stewarding a behavior-based safety program including field visits
    • Managing information flow via a web-based SharePoint site
  • Authored and reviewed hundreds of environmental site assessments (ESA) and property condition assessments (PCA) as part of the real estate due diligence process.
  • Conducted remedial investigation and feasibility study of the Laurel Park Landfill Superfund site in Naugatuck CT. Work was done for Uniroyal, Inc. under terms of a consent order with USEPA, requiring negotiations over investigations and remedies.
  • Supported counsel for the owner of an industrial site on the Delaware River in a claim against the former owner regarding contamination of soil and groundwater. Sampling, forensics, reports, and expert testimony led to a settlement favorable to client.
  • For Olin Chemical Group, prepared feasibility study for over 3 miles of river in Alabama. Sediments, water column, and biota were contaminated from long-term operation of a DDT production facility.
  • For Schering Plough, developed standard site assessment formats for use in acquisitions of domestic and overseas facilities.
  • Prepared feasibility study for former Manufactured Gas Plant site in Bay Shore NY for Long Island Lighting Company (LILCO). Contamination included a large, offsite plume of naphthalene in groundwater and smaller-scale soil contamination with denser compounds.
  • Supported Reichhold Inc. against claims of effects of wastewater on a commercial treatment facility and receiving stream. Assessment of data, development of theories of causation, and evaluation of damage claims led to favorable settlement.
  • For a generators’ group, managed remedial design at Metal Bank Superfund Site in Philadelphia, where river sediments and upland areas are contaminated with PCBs. Remedial design includes a sheet pile wall, turbidity curtains around the dredging area, and excavation of contaminated sediments. USEPA Region III approved the final design.
  • Served as expert for Coca-Cola in litigation on closure of the New Windsor NY Landfill. Assessment of data and preparation of reports aided in a prompt and beneficial settlement.
  • Managed design of interim remedial measures at GEMS Landfill Superfund Site for NJDEP. Remedial measures included stream relocation, groundwater recovery and treatment, cover regrading, and landfill gas collection.
  • Assisted Channel Master with retained liability by negotiating RCRA permits for post-closure and corrective action with USEPA and NYSDEC. Developed portions of permits clarifying responsibilities of Channel Master and current owner at facility in Ellenville NY.
  • Managed investigation and cleanup of International Wire Products in Wyckoff NJ. Remedy included soil excavation and groundwater treatment. Helped client avoid offsite sampling through negotiations with NJDEP and improve efficiency of groundwater recovery system.
  • Managed preliminary assessments of 340 hazardous waste sites for NJDEP.
  • Assisted PSE&G with the demolition of two large facilities (Essex Generating Station in Newark and Marion Generating Station in Jersey City). Managed sampling, support of PSE&G inspectors, regulatory support, and preparation of extensive documents.
  • Supported Textron and Emhart Corporation by observing and reviewing work by USEPA contractor on Old Springfield Landfill Superfund Site in Springfield VT. Also participated in negotiations on interim remedial measures.
  • Supported BF Goodrich, former owner of a plant in Haledon NJ, in negotiations over allocation of cleanup costs. Negotiations included current owner and two other past owners. Settlement was negotiated to the satisfaction of the client through development of alternative allocation schemes, including time of operation, production rates, and type of products.
  • For AIG, analyzed potential cleanup costs for the Sheboygan River Superfund site, where sediments, floodplain soils, and groundwater were contaminated with PCB’s. Detailed estimates of the most probable cost, optimistic cost, and pessimistic cost were used to determine risk and set premiums for cost cap coverage.
  • Investigated leaking underground tanks for the Borough of Midland Park, New Jersey. Work was expanded to include support of Borough’s counsel in defense against a third party claim in litigation over contamination of public supply wells.
  • Prepared white paper on hazardous substances in municipal solid waste for Uniroyal Inc.
