Major Project Experience

  • Managed the environmental liability of approximately 100 projects at service stations owned and operated by a major distributor of petroleum products in Connecticut, Massachusetts, and Rhode Island. Portfolio annual budget exceeds $6.8 million. Responsibilities include participating in strategy sessions with the client and technical consultant, reviewing technical documents, participating in regulatory negotiations, negotiating the Scope of Work and contracts with technical consultants, and reviewing progress reports and invoices to ensure that the project remains on track and within budget.
  • Utilized the SAP accounting system to create and maintain purchase orders for environmental technical consulting services on behalf of a client, and generated reports to compare actual costs to the approved budget.
  • Developed and implemented work plans for comprehensive environmental site evaluations. The work plans were associated with CERCLA, RCRA, ISRA, TSCA and industrial site investigation assignments.
  • Managed, supervised and conducted multiple–site remedial investigations. Delineated the extent of petroleum impacted soils and groundwater. Developed viable remedial alternatives, in accordance with federal, state, and local regulations.
  • Managed a $700K closure/remediation of two underground storage tanks. Responsibilities included oversight of the removal of two 10,000–gallon underground storage tanks, installation of groundwater monitoring wells to determine the extent of groundwater contamination, evaluation of remedial alternatives, interaction with state and local regulators, and management of schedules and project costs.
  • Managed and supervised numerous onsite underground storage tank excavation activities and associated soil and groundwater sampling to ensure proper compliance with applicable excavation permit requirements. Project facilities included commercial sites, gasoline stations, medium and small-sized business establishments, and residential properties.
  • Responsible for the design, operation and evaluation of numerous bench scale and pilot scale treatability studies to evaluate innovative treatment methodologies for process wastewater, soils, and groundwater. Treatment methodologies included combined ultraviolet and ozonation to treat contaminated wastewater; studies for solidification/stabilization of contaminated soil, soil vapor extraction, and bioremediation.
  • Quality Assurance Officer/Engineer for two Superfund Sites in New Jersey and Pennsylvania. Responsibilities included performance of quality assurance audits, managing schedules and budgets, preparing summary reports, maintaining regular communication with site personnel and subcontractors, and ensuring compliance with design and construction requirements.
  • Developed and evaluated alternative cost allocation models between potentially responsible parties for settlements costs associated with a New Jersey Superfund Site. Paramaters evaluation included waste quantity, composition and toxicity.
  • Conducted inspections in compliance with the State Worker Right–to–Know Act and OSHA Hazard Communication Standard for a public school district in Pennsylvania. Responsibilities included inspections in public schools to identify all chemical and potentially hazardous materials stored on site.
  • Evaluated and provided oversight for the remediation of lead–contaminated drinking water source in a public school district in Pennsylvania. Responsibilities included working with local, state, and federal agencies in the development, identification and prioritization of project goals and objectives, and implementation of remedial alternatives.
  • Managed a TSCA Consent Decree–mandated PCB–contaminated soil and sludge remediation project at an aluminum extrusion facility. Responsibilities included interface with regulatory agencies; management of schedules and budgets; oversight of field activities; preparation of investigation and remedial reports; and evaluation of innovative treatment technologies.
