Major Project Experience
- Remediation Program Manager for a major pharmaceutical company managing multiple remediation projects at orphan or formerly owned facilities.
- Performed numerous regulatory analyses for several pharmaceutical clients and developed compliance strategies related to the Pharmaceutical Effluent Guideline and Pharmaceutical Maximum Achievable Control Technology (MACT) Rules.
- Consultant to a PhRMA member pharmaceutical company, supporting company and industry positions during environmental rulemaking. Emphasis in the modeling of wastewater emissions resulted in favorable changes to EPA proposals.
- Developed a risk–based procedure to analyze potential environmental and human health impacts from the accidental release of pharmaceuticals into the environment from transportation/warehouse accidents and firewater releases.
- Performed regulatory analyses for three pharmaceutical clients located in Puerto Rico, and developed compliance strategies for wide ranging RCRA issues, including Subpart CC requirements; generator record keeping and reporting issues; Boiler, Industrial, Furnace (BIF) permit support; and Part B incinerator permitting.
- Project Manager for the testing of two end–of–line air pollution control systems for volatile organic compounds (VOC) and one system for nitrogen oxide (NOx) for a large pharmaceutical manufacturing facility in Puerto Rico. Testing programs supported the development of a facility MACT strategy and PSD requirements.
- Construction Manager for two groundwater treatment systems with total project costs of $3.0 million. Efforts included Township interface to obtain developer's agreement, building permits, and certificate of occupancy; coordination of monthly construction project meetings; and negotiation of change orders and contract disputes.
- Conducted compliance/risk assessment audits for business acquisitions and divestitures and real estate transactions. Conducted Phase I ESAs and managed Phase II investigations.
- Managed the decommissioning of several industrial sites, including building decontamination, demolition, asbestos, subsurface investigations, and remedial activities.
- Developed and conducted training programs in wastewater management, spill response, air emission estimating, waste minimization, and other areas.
- Developed over 100 process engineering packages for industrial gas applications of wastewater treatment and chemical process systems in the chemical, pharmaceutical, pulp and paper, food processing, utility, biotechnology, and petroleum industries.
- Major wastewater projects include process development and operations for a $10 million pure oxygen system, $2 million thermophilic biotreatment system, and multiple package and SBR bioplants.
- Wastewater treatment pilot testing, process development, and system design.
- Wastewater treatment process and equipment troubleshooting and operations.
